In Character Rules
The following rules are something known through out the Caern. Breaking them without good cause will lead to IC consequences. They are there for reasons and the Elders don't like when chaos ensues due to them being disobeyed.
1. The most obvious of all is the Litany is to be followed at all times. This is a given, especially the section about violating the Caern. If your character is leading everyone to the Caern, expect to have some harsh punishment dealt to him.

2. If you live in the Bawn, it is asked you provide for yourself and keep the area cleaned. If Guardian's are finding trash near anyones living quarters, there will be problems.

3. Some territory is marked off as Tribal claimed or individual claimed. Some examples are the Fenrir Lodge and Shadow Lord Lodge. If they don't want you near their home, don't be there.

4. Fera are not allowed in the Caern unless a Moot is taken place that they are allowed to participate in or they are accompanied by a Caern Offical (Warder, Guardian, Tribal Rep, etc)

5. Kin arnt allowed in the Caern unless under the same circumstances as Fera.

6. Any children are the parents responsibility. It is heavily requested that if there is a time of War, the parent have said child taken to a realitive. But otherwise, they are welcomed. Metis cubs however, are to be kept within the Bawn at all times unless under special or extream circumstances.

7. No fighting outside of the Challenge Circle. If this happens, expect to be punished on a case by case basis.

8. All cubs will need a Mentor. This means someone of atleast Fostern rank. A pack can be a mentor however, especially if they plan to adopt the cub as a full member.

9. Any spirit Summoning, Binding etc will need permission from the Master of the Rite. In some circumstances, maybe even the Warder and/or Grand Elder's okay. (Note: For the most part if you are just binding simple Talens, consider you got the okay. Anything major like getting a Spirit to watch over the Caern outside a Spirit Network or something will need the approval and ST okay. If you aren't sure, just ask!)

10. Moots are held monthly at very least. Moot rules are as following:
-The Rite Master and Grand Elder have the floor. Anyone who talks out of turn may be punished depending on the circumstances
-Moots are times for any beefs packs or individual Garou have with one another to get aired out. Challenges are encouraged to be made here.
-Moots are when Garou get Rites of Recognition. These Rites can be performed at other times, upon special request. Only one catagory may get this a month (OOC: This is to reduce speed Ranking, etc)
-Rank Challenges are often issued here. It's encouraged that it be carefully thought out before challenging. If your Glass Walker Ragabash challenges a Get of Fenris, don't complain if the Challenge is failed.
-Kin are sometimes allowed, as well as Fera. Fera however have no say so in any Sept politics what so ever save in rare cases. They may, however, give their opinions on things. A Elder Shadow Lord runs the Sept so when your Rank One Nuwisha's idea is ignored, don't feel bad.
-Everyone is considered to be at a Moot unless your character is away on leave. We do enforce the -2 Honor for missing a Moot Rite, but if your character is away and the Elders know and approve, this is ignored. However, if your character is just off loafing then yes, you can kiss some Honor away and may even have a few grudges held. Someone who lives off the Caern and doesn't contribute isn't going to be treated friendly.

11. "Supernatural" Kin need both the Warder and Grand Elder's approval to even be in the Bawn. These are usually Mage, Hedge Mage or Psychic Kinfolk. Leeches better not even be mentioned, as most Garou mercy kill any Kinfolk that's been embraced. Any Ghouled Characters will probably be locked away to wean them off the blood. Keep in mind Garou -Do. Not. Trust.- other Supernaturals always. Their ways are not theirs. Even a Mage following Gaia can still irk a Garou.
